Role Overview
We are seeking an experienced HR Manager - People Services to lead the delivery of efficient, compliant, and employee-centric HR operational services across the organization. This role is responsible for overseeing the full employee lifecycle, HR operations, policy execution, HR systems, and service delivery governance, while ensuring full compliance with UAE Labour Law.
The successful candidate will play a critical role in driving operational excellence, continuous improvement, and a consistent, high-quality employee experience.
Key Responsibilities
HR Operations & Employee Lifecycle
Lead end-to-end HR operations across onboarding, employee changes, and exits
Ensure accurate and timely execution of HR transactions (contracts, letters, confirmations, data updates)
Oversee employee case management and resolution of HR queries in line with defined SLAs
Manage people services workflows, calendars, and service delivery standards
Compliance & Governance
Ensure compliance with UAE Labour Law, MOHRE requirements, visa processes, and internal policies
Oversee probation reviews, contract renewals, leave administration, and exit processes
Maintain audit-ready documentation, approvals, and records
Support internal and external audits related to HR operations and employee data
HR Systems & Data Management
Own HR systems configuration and data integrity (e.g., Workday, SAP, Oracle, SuccessFactors)
Partner with HRIT and system vendors on enhancements, automation, and issue resolution
Produce HR operational metrics, dashboards, and management reports
Ensure data governance, privacy, and security standards are met
Employee Service Delivery
Champion a service-oriented and employee-centric HR culture
cipe> Act as an escalation point for complex or sensitive employee matters
Continuously improve service quality using employee feedback and performance data
Support onboarding, induction, and early Públicas tenure engagement initiatives
Partner closely with HR COEs (Talent, Reward, L&D), Payroll, Finance, Legal, and IT
Provide operational HR guidance to managers and HR Business Partners
Manage external vendors such as visa service providers, medical centres, and government platforms
Drive standardisation, simplification, and optimisation of HR processes
Contribute to HR transformation and shared services initiatives
Develop and maintain SOPs, service catalogues, and knowledge articles
Support rollout of new HR policies, programs, and organisational changes
Qualifications & Experience
Bachelor's degree in Human Resources, Business Administration, or a related field
7-12 years of experience in HR Operations or People Services
3-5 years in a managerial or leadership role
Strong hands‑on experience with UAE Labour Law, visa processes, and employee lifecycle management
Experience in a shared services or high-volume HR environment is highly preferred
Strong leadership, stakeholder management, and service delivery skills
