Main Tasks

1. Procurement and Commercial Strategy
• Develop and implement procurement and commercial strategies that support real estate development objectives.
• Monitor market trends, supply chain risks, and regulatory requirements in GCC and MENA markets.

2. Procurement Operations
• Manage the full procurement cycle, from tendering and vendor selection to contract negotiation and award.
• Negotiate favorable terms with contractors, consultants, and suppliers to optimize cost, quality, and timelines.
• Oversee contract administration, ensuring compliance with contractual obligations and mitigating risks.

3. Stakeholder and Vendor Management
• Establish and maintain strong relationships with local and regional vendors, consultants, and authorities.
• Collaborate with project managers, finance, and technical teams to align procurement strategies with project needs.

4. Governance and Reporting
• Implement and monitor procurement policies, processes, and KPIs to ensure transparency and efficiency.
• Prepare and present commercial reports, including cost analysis, cash flow forecasts, and procurement performance.

5. Team Leadership
• Lead and mentor a team to deliver high-quality commercial and procurement outcomes.

Sub-Tasks
• Conduct vendor prequalification and maintain approved vendor lists.
• Draft, review, and finalize tender documents and contracts.
• Perform bid evaluation and prepare recommendation reports.
• Track procurement schedules to align with project timelines.
• Maintain compliance with internal audit and corporate governance requirements.
• Support risk assessments and contingency planning for supply chain disruptions.
• Coordinate with finance on budget allocation and payment schedules.

Authorities
• Approve purchase orders and contracts within delegated financial limits.
• Recommend vendors and contractors for management approval.
• Sign off on procurement schedules and progress reports.
• Escalate procurement risks or disputes to senior management.
• Represent the company in negotiations with suppliers, consultants, and government authorities.
• Enforce adherence to procurement policies and ethical standards across the team.

Education
• Bachelor’s degree in business administration, Supply Chain, Engineering, or related field.
• Master’s degree or professional certifications (e.g., CIPS) preferred.

Experience
• 8–12+ years of procurement and commercial management experience, preferably in real estate development, construction, or infrastructure.
• Proven experience in contract negotiation, FIDIC-based contracts, and vendor management.

Skills
• Strong knowledge of GCC and MENA procurement laws, market practices, and supply chains.
• Excellent financial and commercial acumen with strong cost-control expertise.
• Proficiency in procurement systems/ERP and MS Office.
• Strong communication and stakeholder management skills.
